The Certificate of Origin
Certificates of origin are need, when customers or the customs authorities of the import country explicitly ask for this. The certificate of origin is to be applied for at the responsible Chamber of Commerce within the region, where the exporter has his registered office. Supporting documents such as a (long-term) declaration for the non-preferential origin according to regulations
(EEC) No. 2913/92 showing the origin of the goods have to be produced to the Chamber of Commerce.
As a rule, the certificate of origin is used by many countries to control the flow of commodity. Certain Arabic countries like Kuwait, Saudi Arabia, Syria or Libya for example want to prevent goods of Israel origin to be imported.
